September 2025 Visa Bulletin – Last Bulletin for the Fiscal Year; No Movement

The U.S. State Department has released the September 2025 Visa Bulletin which is the last Visa Bulletin for the fiscal year.  The headline in the month’s Visa Bulletin is the fact that there is not much movement across many categories as we are finishing the fiscal year. We are preparing (and hoping) for advancement in many categories starting October 1.

Which Employment-based Applicants Are Eligible to File I-485 in September 2025?

By using the Final Action Dates chart, USCIS will allow the following applicants to file I-485 in the month of September 2025.

Worldwide (ROW)

  • EB-1 ROW any priority date (approved or pending I-140);
  • EB-2 ROW with PD before September 1, 2023;
  • EB-3 ROW with PD before April 1, 2023.

India

  • EB-1 India with priority date (PD) (approved or pending I-140) before February 15, 2022;
  • EB-2 India with PD before January 1, 2013;
  • EB-3 India with PD before May 22, 2013.

China

  • EB-1 China with priority date (PD) (approved or pending I-140) before November 15, 2022;
  • EB-2 China with PD before December 15, 2020;
  • EB-3 China with PD before December 1, 2020.

USCIS will determine and publish separately, a few days after this Visa Bulletin is published, whether or not to accept I-485 filings on the basis of these filing dates.

New Fiscal Year Begins October 1 – Next Visa Bulletin Expectations

This is the last Visa Bulletin for the fiscal year and at the beginning of the new fiscal year (starting on October 1), the annual visa numbers for immigrant visas reset.   As a result, we expect many categories which have been artificially slowed down over the last few months to be available for I-485 filings again. Please stay tuned for the October Visa Bulletin in the first 10-14 days of September for our alert and details.
