H-1B $100,000 Fee Limited to New H-1Bs Only: What Employers and Employees Should Know
On September 19, 2025, the President issued a proclamation suspending the adjudication of H-1B petitions for individuals outside the United States and barring their entry into the U.S. unless the employer pays a $100,000 fee per sponsored worker.
Subsequently, the administration clarified (CBP Memo and USCIS Memo) that the proclamation applies to H-1B petitions filed on or after September 21, 2025. October 2025 Government Shutdown and Immigration: (How) Will It Affect Me?
The federal government has been shut down as of October 1, 2025. We are providing details on the immigration-related services that are impacted by the shutdown. The biggest impact for employment-immigration matters is disruption in DOL services via FLAG (prevailing wages, PERM, LCAs).
Update (10/31/2025): even though the federal shutdown continues, DOL has reinstated access to FLAG and prevailing wage (FLC) systems as of Friday, October 31st.

October 2025 Visa Bulletin – First Bulletin for the Fiscal Year; Significant Forward Movement and I-485 Filing Opportunities to Many
The U.S. State Department has released the October 2025 Visa Bulletin which is the first Visa Bulletin for the new fiscal year which starts on October 1. The headline in this month’s Visa Bulletin is meaningful forward movement across EB-1, EB-2, and EB-3 categories; India and China, two highly-backlogged countries, specifically see advances of several months, offering long-delayed relief and opportunity for I-485 submissions for many applicants. Also, there is a limited opportunities for EB-2 to EB-3 downgrades for India and China applicants.
